Employees’s Provident Fund or EPF is a retirement savings scheme where both employees and employers contribute monthly. EPF Form 11 helps employers check if a new employee is already enrolled. If the employee earns over ₹15,000 and the company has more than 20 employees enrollment is mandatory.
What Is PF Form 11?
EPF Form 11 is a self declaration form that employees fill out when they start a new job at a company covered by the Employees Provident Fund scheme. In this form employees provide details about their previous EPF account.
The form now also takes care of transferring the balance from the old EPF account to the new one automatically. Before this update employees had to fill out a separate form Form 13 to transfer their EPF balance. The updated EPF Form 11 combines both tasks making the process simpler and more efficient.
Objective Of EPF Form 11
EPF Form 11 is used for several important purposes:
1. Continued Membership: If you were part of the Employees’s Provident Fund scheme at your previous job filling out this form ensures you continue to receive the scheme’s benefits with a new Member ID.
2. Opting Out Option: If you weren’t a member of EPF before or were never employed and your new salary is more than ₹15,000 per month you can choose not to contribute to EPF. This makes you an Excluded Employee. This also applies to those receiving a PF pension or who have withdrawn their PF earlier.
3. Automatic Transfer: The form allows for the automatic transfer of your PF balance from your old account to your new one.
4. Database Maintenance: It helps the Provident Fund Department keep an up to date database with your essential details aiding in inspections, audits and verification processes.
Who Needs To Fill EPF Form 11?
EPF Form 11 is a self declaration form that employees need to fill out when joining a new organization with an EPF scheme provided they are not already members of the EPFO. Both new employees and existing EPFO members switching jobs must complete this form. It collects important details about the employee's PF contributions.
If an employee's salary is over ₹15,000 and they work for a company with more than 20 employees, the employer is required to enroll them in the EPF scheme. If the employee is already an EPFO member the employer must continue their PF contributions.
Form 11 includes the employee's EPF history and can be used for automatic PF account transfers. Previously, employees had to fill out Form 13 for account transfers but Form 11 simplifies this process by enabling automatic transfer requests. Structure Of PF Form 11
Employee Provident Fund Form 11 is an online form that employees need to fill out when joining a new company. It includes the following information:
Employee Details
1. Name and Date of Birth
2. Gender, Email ID and Mobile Number
3. Previous Employment Details like last working day, scheme certificate details, universal Account Number or UAN
4. Educational Background and Marital Status
5. KYC Information like, Aadhaar card, IFSC and Bank account details, Permanent Account Number or PAN
Employer's Responsibilities
The employer needs to provide additional information and documents including:
1. Date of Joining
2. Provident Fund ID Number
3. Verified Employee Details
4. Previous Employer Details like Participation in EPF and EPS schemes
5. If the employee was part of the schemes, additional details like Scheme Certificate Number, Provident Fund Account Number, Date of exit from the previous job and Pension Payment Order Number if issued
6. If the employee is an international worker they need to provide Passport Number, Passport Validity Period, Country of Origin
Employee must sign an undertaking including the date and place on the left hand side of the form.
How To Fill PF Form 11?
To fill out the Employee Provident Fund Form 11 you need to provide the following details:
Personal Information:
1. Name of the Member
2. Father’s Name or Spouse’s Name
3. Date of Birth
4. Gender
5. Marital Status
6. Contact Details both Email ID and Mobile Number
Details about Previous Employer and EPF/EPS Participation:
1. Were you previously a member of the Employee’s Provident Fund Scheme, 1952? (Yes/No)
2. Were you previously a member of the Employee’s Pension Scheme, 1995? (Yes/No)
2. If Yes to any of the above then some additional details need to be provided like
• UAN or Universal Account Number
• Previous PF Number
• Date of Exit from previous employment (dd/mm/yyyy)
• Scheme Certificate Number if issued
• Pension Payment Order or PPO Number if issued
For International Workers:
1. Country of Origin
2. Passport Number
3. Passport Validity
KYC Details:
Attach self-attested copies of:
1. Bank Account and IFSC Code
2. Aadhaar Number
3. Permanent Account Number or PAN
Read the declaration, sign it and mention the date and place.
Declaration by Present Employer:
Current employer or the new organization the employee has recently joined must undertake the following actions as outlined below. They are required to complete the relevant details, sign and affix their seal accordingly. They must furnish a declaration containing specific information pertaining to the employee. This declaration should include the following points.
1. Joining Date of the employee
2. PF ID Number/Member ID assigned to the employee
3. UAN of the employee
4. Verify KYC credentials
Declaration By Present Employer:
New employer needs to complete certain tasks and provide details as outlined below and sign and seal the document. They must include a declaration confirming the accuracy of the information provided by the employee. This declaration should cover the following points:
• Employee's start date with the company.
• PF ID or Member ID allotted to the employee.
• UAN or Universal Account Number of the employee.
• Confirmation of the employee's KYC credentials.
EPF Points For International Workers
International workers are required to fill out EPF Form 11 upon joining. However, there are specific considerations they need to bear in mind.
Social Security Agreements: These are agreements between countries to protect the social security rights of workers who are employed in a different country from their home country. India has SSAs with several countries including Belgium, Switzerland, Germany and others. These agreements ensure fairness and prevent duplicate coverage.
Excluded Workers: If you're an international worker covered by your home country's social security program and have a Detachment Certificate for a specific period under the SSA with India you're called an excluded employee.
PF Activation: There's no specific time duration you need to stay in India to activate your Provident Fund compliance. You should register for PF from the start of your job in India if you're eligible.
Salary Payment: Even if your salary is paid outside of India PF provisions still apply to you as an international worker in India.
Split Payroll: If your salary is split between different countries your PF contribution is calculated based on your total earnings.
Status as an International Worker: An Indian employee becomes an International Worker when they work in a country with which India has signed an SSA. This status remains until they benefit from the social security program covered under the SSA.
So, in essence if you're an international worker in India you need to follow PF rules from the start of your job even if you're paid outside of India. Your status may change based on SSAs and PF contribution is calculated based on your total earnings if your salary is split.
